WRITING POLICE! Your third sentence is a run-on, because "however" is not a conjunction. I should probably check on our father since his failure to immediately report an error could be a sign that something's wrong. (Though maybe not, since this particular error isn't one of his pet peeves, as far as I know.)

1) It is a conjunction: https://www.merriam-webster.com/dictionary/however

2) If one does indeed not count "however" as a conjunction, then I would expect you (and anyone else who had Mrs. Comeau) to more specifically call this a comma splice.

It can be a conjunction when it has the meaning "in whatever manner or way that" (as in the example "I will help however I can). You are using it in the adverbial "in spite of that/on the other hand" sense. However, you are correct that "comma splice" would have been more precise.

I am supposed to be grading my students' discussion board posts (which doesn't generally involve correcting the writing), but, apparently, I would rather engage in usage battles with my big sister.
